When are plays locked and what constitutes a play?

Plays are determined by Points of Value thresholds.

Points of Value (POV) is the difference between the ShotQuality projection and the lines. For example:

If ShotQuality projects the total to be 120pts and the line is 110pts then there are 10 POV on the totals bet.

If ShotQuality projects the home team to score 110 points and the away team to score 100 points and the spread is home team -5 then there are 5 points of value.

There is a positive correlation between points of value and expected cover percentage. the Higher points of value signals better plays. Thresholds for "Plays" that are graded on the site are: >= 4 spreads, >=4 totals for NCAA.
